11月30日上午，介休市经济开发区里人声鼎沸、热闹非凡。马钢与经华炭素高端炭材料及配套焦油精制项目入园签约暨开工奠基仪式在这里举行。集团公司总经理、股份公司董事长丁毅，集团公司副总经理唐琪明，中钢集团鞍山热能院院长张功多、副院长方会斌，介休市委书记丁雪钦，市委副书记、市长张驰等领导出席项目入园签约暨开工奠基仪式。马钢、介休市、经华炭素相关人员参加奠基仪式。

介休是以煤焦钢化为主导的工业型城市，炭素产能达20万吨，不仅是山西最高，在全国也名列前茅。马钢与经华炭素高端炭材料及配套焦油精制项目，包括建设30万吨/年焦油加工装置、4万吨/年针状焦生产装置及配套公辅装置。主要产品为针状焦，工业萘、焦化重油等，科技含量高、经济效益优。高端炭材料及配套焦油精制项目落地是投资双方精诚合作、踏实进取的结晶，是政府各级领导鼎力支持、全心服务的结果，也是马钢化工能源板块“走出去”战略所实施的第一个项目，具有重要而深远的意义。

丁毅在仪式上讲话。他说，马钢是安徽省最大的钢铁企业，是全国知名的大型国有上市公司，实力雄厚、信誉良好，具备2000万吨钢配套生产规模，目前已形成了钢铁产业、钢铁上下游关联产业和战略性新兴产业多元协同发展格局。同时有着近六十年的化工生产历史，拥有一支专业技术精湛的队伍，也在业界树立起了良好的声誉。马钢致力发展壮大煤化工产业，组建了马钢化工能源科技有限公司，寻求有实力的战略合作伙伴，积极布局新的发展区域。介休有着丰富的煤炭资源，和马钢多年保持着良好的亲密关系，这为双方开展深入合作奠定了良好的基础。丁毅希望能够以此次项目落地为起点，与介休市进一步加强沟通对接，强化后续合作，相信在各方的密切配合、通力合作下，项目一定能够按期建成投产，为投资方创造显著的经济效益，为晋中市、介休市创造良好的社会效益，为马钢转型发展、做强品牌作出积极贡献。

丁雪钦在仪式上表示，介休市会以最大的诚意、最好的服务、最优惠的政策，为项目上马提供最适宜的环境，也希望各方集中力量，加快进度，力争项目早日投产见效。

Maanshan Iron and Steel Co., Ltd. and its high-end carbon materials and related tar refining projects include the construction of 300,000 tons/year tar processing unit, 40,000 tons/year needle coke production unit and supporting public auxiliary equipment. The main products are needle coke, industrial naphthalene, coking heavy oil, etc., with high technology content and excellent economic benefits. The landing of high-end carbon materials and associated tar refining projects is the crystallization of sincere cooperation and steady progress of both investors, the result of strong support and wholehearted service from leaders at all levels of the government, and the first project implemented by the "going out" strategy of the chemical energy sector of Maanshan Iron and Steel Co., Ltd., which has important and far-reaching significance.
Ding Yi spoke at the ceremony. He said that Ma Steel is the largest iron and steel enterprise in Anhui Province, and is a well-known large state-owned listed company in China. It has strong strength and good reputation. It has a supporting production scale of 20 million tons of steel. At present, it has formed a multi-coordinated development pattern of iron and steel industry, related industries upstream and downstream of iron and steel and strategic emerging industries. At the same time, it has nearly 60 years of chemical production history, has a team of professional and skilled, and has established a good reputation in the industry. Maanshan Iron and Steel Co., Ltd. is committed to developing and expanding the coal chemical industry.
